The Indigenous Affairs Action Plan addresses outcomes through service delivery rather than process. Health, housing, and education for Indigenous Australians are delivered through the same universal programs that serve every other Australian — Healthcoverall, the housing build, the education funding model — with regional weighting where remoteness or historical disadvantage justifies it.

The previous Indigenous Affairs portfolio was a compendium of programs. Some delivered. Many did not. The new approach commits the Commonwealth to a single principle: every Australian receives the same universal services, with the same standards, and with regional adjustments where geography or historical disadvantage justifies the weighting. Outcomes are measured against the same indicators that apply to every other Australian.
