How the program is funded

Healthcoverall costs $230 billion a year from 2026, indexed at 3% per annum. The program absorbs the previous federal health spend ($178 billion), the previous state health spend ($48 billion), and the patient out-of-pocket layer ($35.6 billion). It eliminates $28 billion of private health insurance premiums and $5–6 billion of private rebates.

The capacity surge

The Sovereign Wealth Fund seeds the transition with a $150 billion surge in 2025 that funds the immediate capacity expansion: six casino properties acquired under section 51(xxxi) of the Constitution and converted into day-surgery hubs, plus 40 large retail centres in suburban and metropolitan catchments converted to outpatient facilities. The casino targets are Crown Melbourne, Crown Sydney (Barangaroo), Crown Perth, The Star Sydney, The Star Brisbane, and The Star Gold Coast. Together they add approximately 6,500 day-surgery beds within twelve months of acquisition.

PBS, modernised

The Pharmaceutical Benefits Scheme is folded into Healthcoverall and modernised. AI-assisted prescribing reduces medication errors and shortens the consultation-to-script pathway. PBS coverage is preserved and extended.

The system is staffed by 30,000 additional clinical professionals trained over the first three years.

Workforce supply is a binding constraint and the training pipeline is funded ahead of facility commissioning.
